The Proposal Document
In most cases, presenting the case for asset transfer will warrant the development of a proposal document. This may also form the basis of funding applications.
The proposal could take the form of a stand-alone proposal document or it could be supplemented by a more detailed business plan depending on the size of the project and the stage you have reached in negotiations with the owners.
Generally, a proposal document will need to cover the following:
- Risk assessment
- Outcomes
- Mission statement
- Needs assessment
- Consultation
- Policy context
- Reference to feasibility study
- Future sustainability
